Why choose a nylon shackle over a steel shackle for this lock?

A nylon shackle is non-conductive, so it won’t create a path for electrical current if the lock is used near live or de-energized electrical equipment. A steel shackle, even chrome-plated, remains conductive and isn’t the right choice for that specific hazard.
